{"id":21630,"date":"2025-07-10T11:11:46","date_gmt":"2025-07-10T09:11:46","guid":{"rendered":"https:\/\/www.eximbank.ro\/?p=21630"},"modified":"2025-07-17T14:25:56","modified_gmt":"2025-07-17T12:25:56","slug":"interministerial-committee-for-financing-guarantees-and-insurance-2","status":"publish","type":"post","link":"https:\/\/www.eximbank.ro\/en\/2025\/07\/10\/interministerial-committee-for-financing-guarantees-and-insurance-2\/","title":{"rendered":"Interministerial Committee for Financing, Guarantees and Insurance"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>The Interministerial Committee for Financing, Guarantees, and Insurance (CIFGA), operating under the Ministry of Finance, is the authority that establishes the regulatory framework and examines and approves\/endorses financing, guarantee, and insurance products granted by Exim Banca Romaneasca on behalf of and in the name of the Romanian state.<\/strong><\/p>\n<p style=\"text-align: justify;\">The organization, functioning, responsibilities, and competencies of the Interministerial Committee for Financing, Guarantees, and Insurance are established by Government Decision no. 534\/2007, with subsequent amendments and completions.<\/p>\n<p style=\"text-align: justify;\">Currently, the Committee consists of 5 members, including a president (representative of the Ministry of Finance), a vice-president (the executive president of Exim Banca Romaneasca), and three members (the Secretary General of the Government, the Head of the Prime Minister\u2019s Chancellery, and a representative of the Ministry of Finance).<\/p>\n<p style=\"text-align: justify;\"><strong>The applicable rules for granting products on behalf of and in the name of the state are as follows:<\/strong><\/p>\n<ul style=\"text-align: justify;\">\n<li>For operations up to the equivalent of 50 million euros, approval is granted by the Interministerial Committee.<\/li>\n<li>For operations exceeding the equivalent of 50 million euros, the Committee issues an endorsement and submits them for Government approval.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>The activity carried out on behalf of and in the name of the state within Exim Banca Romaneasca is managed by a dedicated structure, organizationally and functionally separate from the units handling commercial banking operations.<\/strong><\/p>\n<p style=\"text-align: justify;\">This structure is responsible solely for analyzing requests received from companies or financing banks, in accordance with the regulations approved by the Committee, and for submitting them for examination and endorsement\/approval, based on the value thresholds mentioned above.<\/p>\n<p style=\"text-align: justify;\">The way this dedicated structure operates on behalf of and in the name of the state is also governed by a specific regulation, endorsed by the Ministry of Finance and approved by the Committee.<\/p>\n<p style=\"text-align: justify;\"><strong>Starting from\u00a0September 30, 2025, in accordance with the provisions of Government Emergency Ordinance no. 126 of October 23, 2024, Exim Banca Rom\u00e2neasc\u0103 will\u00a0cease granting financing and guarantee products on behalf of and in the name of the state\u00a0aimed at supporting infrastructure development, public utility development, regional development, research and development activities, environmental protection, employment and training, and support for small and medium-sized enterprises.<\/strong><\/p>\n<p style=\"text-align: justify;\">The institution will continue\u00a0only the management of financing and guarantee commitments already in progress\u00a0as of that date, based on the methodology endorsed by the Committee and approved by the Government on April 9, 2025.<\/p>\n<p style=\"text-align: justify;\">From that date forward, Exim Banca Rom\u00e2neasc\u0103 will\u00a0strengthen its mandate as Romania\u2019s Export Credit Agency, focusing exclusively on supporting international transactions through dedicated financing, guarantee, and insurance instruments.<\/p>\n<p style=\"text-align: justify;\">In this context, the bank will launch\u00a0new guarantee and financing products on behalf of and in the name of the state, aimed at supporting international trade activities.<\/p>\n<p style=\"text-align: justify;\">\n","protected":false},"excerpt":{"rendered":"<p>The Interministerial Committee for Financing, Guarantees, and Insurance (CIFGA), operating under the Ministry of Finance, is the authority that establishes the regulatory framework and examines and approves\/endorses financing, guarantee, and insurance products granted by Exim Banca Romaneasca on behalf of and in the name of the Romanian state.
