The Fund will\nfocus on transport, energy and digital infrastructure projects in the Three\nSeas region.<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"690\" height=\"444\" src=\"https:\/\/www.eximbank.ro\/en\/wp-content\/uploads\/2019\/06\/01_3se_logotip_splet_na_beli-690x444.png\" alt=\"\" class=\"wp-image-2648\" srcset=\"\/wp-content\/uploads\/2019\/06\/01_3se_logotip_splet_na_beli-690x444.png 690w, \/wp-content\/uploads\/2019\/06\/01_3se_logotip_splet_na_beli-300x193.png 300w, \/wp-content\/uploads\/2019\/06\/01_3se_logotip_splet_na_beli-768x494.png 768w, \/wp-content\/uploads\/2019\/06\/01_3se_logotip_splet_na_beli.png 895w\" sizes=\"auto, (max-width: 690px) 100vw, 690px\" \/><\/figure>\n\n\n\n<p>On the 29th of May Polish Bank Gospodarstwa Krajowego<a> <\/a>(BGK) and Romanian EximBank signed incorporation act in Luxembourg. The fund is going to operate under Luxembourg law on commercial basis and market principles.<\/p>\n\n\n\n<p><em>&#8211; Usually it takes about\n20 to 30 months of negotiation on the strategy and legal framework for this\ntype of funds. The Three Seas team have managed to achieve this in just a\ncouple of months and we, as development banks, are righteously proud of it. It\nis a huge achievement on the European and even global level &#8211; <\/em>underlinedBeata Daszynska-Muzyczka, CEO of Bank Gospodarstwa Krajowego (BGK).<\/p>\n\n\n\n<p><em>&#8211; The Three Seas Initiative Investment Fund comes to\nadd on to the European Union programs and to boost the competitive level of the\ncountries in the Three Seas Initiative region.&nbsp;\nIt was a privilege for EximBank Romania to be one of the founders of\nthis Fund that we are deeply convinced itwill contribute to a strong economic future for our united Europe<\/em>\u201d &#8211; declared Traian Halalai,\nExecutive President of EximBank Romania.<\/p>\n\n\n\n<p>In accordance with the rules for the establishment of\ninvestment funds, an independent governing body and a depositary bank are\nselected. Fuchs Asset Management was appointed as the Alternative Investment\nFund Manager (AIFM), responsible for risk management, portfolio management,\ngovernance and distribution of the Fund. Fuchs\u2019 team will be assisted by\ninvestment advisors in the selection and analysis of potential investments to\nbe recommended to the different investment committees.<\/p>\n\n\n\n<p>&#8211; <em>We\nare delighted to collaborate with the Three Seas Initiative Investment Fund as\ntheir AIFM.&nbsp; This Fund represents a significant venture for the targeted\nregion, as well as for the whole European Union, allowing greater integration,\nmobility and communication between its member countries in the future.\n&nbsp;Our appointment in this undertaking underlines our organisations\u2019 shared\ngoals to contribute to the future of Europe by joining forces with other\nseasoned professionals who are willing to engage for our common future &#8211; said\nTimoth\u00e9 Fuchs, CEO of Fuchs Asset Management.<\/em><\/p>\n\n\n\n<p>The Fund furthermore intends to appoint Credit Suisse Fund\nServices (Luxembourg) S.A. as central administration agent and Credit Suisse\n(Luxembourg) S.A. as depositary bank.<\/p>\n\n\n\n<p>The fund&#8217;s\nresources will come from various sources. The institutions which established\nthe fund have both made investment commitments, and the total amount at this\nmoment exceeds EUR 500 million. The Fund is now open for other Three Seas\ncountries to join once the necessary permits are obtained. Each of the Three\nSeas countries will be considered as a Founding Partner and representatives of\ndevelopment banks from Poland, Romania and the Czech Republic are members of\nthe fund&#8217;s supervisory board. The appointed Management Board will oversee the implementation\nof the investment strategy agreed by the Fund\u2019s manager between the countries.\nIn order to continually re-evaluate the key needs in the Three Seas region,\nmeetings will be held in each of the countries participating in the Fund on a\nrotating basis.<em><\/em><\/p>\n\n\n\n<p>Additional investors will be\ntargeted among pension funds, private equity funds, private investors and\nothers. The estimated objective of the fund is to raise EUR 3-5 billion.<\/p>\n\n\n\n<p>The Three Seas Initiative Investment Fund will carry out\nprojects in areas that have been identified as priorities for the Three Seas\nregion. These are sustainable transport infrastructure&nbsp; (i.e. railways, inland waterways, ports, and\nmotorways) ; the energy sector and digital infrastructure.<\/p>\n\n\n\n<p>The plan is for the Fund is\nto engage, on a commercial basis, in infrastructure projects with a total value\nup to EUR 100 billion, while the needs in the Three Seas region have been\nestimated at over EUR 570 billion. <\/p>\n\n\n\n<p>The Fund is to enhance other\nfinancing sources, such as national resources of individual countries in the\nregion or the EU funds. The investment strategy assumes the possibility to\ninvest in various projects at various stages of advancement. These may include,\namong others, Greenfield Investments or already undertaken, the so-called\nBrownfield Investments, acquisition of shares, participation in Special Purpose\nVehicles or subordinated debt. <\/p>\n\n\n\n<p>The Three Seas Initiative Investment Fund will support and\nsupplement the EU programs and also will strengthen the competitiveness of the\nEU itself.<\/p>\n\n\n\n<p>Three Seas Initiative is a political platform of 12 EU\nMember States situated between the Baltic, Adriatic and Black Seas \u2013 Austria,\nBulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland,\nRomania, Slovakia and Slovenia. These countries cover 28% of the EU\u2019s territory\nand 22% of its population (114 million people). <\/p>\n\n\n\n<p>The\ngoals of the Three Seas Initiative are: <\/p>\n\n\n\n<p>\u2022\nTo boost connectivity within the region, in particular on energy, transport\ninfrastructure, and digital communication; <\/p>\n\n\n\n<p>\u2022\nTo stimulate economic development, contributing to east\u2013west and north\u2013south\ncohesion within the European Union; <\/p>\n\n\n\n<p>\u2022\nTo facilitate achieving real convergence among EU Member States and strengthen\nthe European Union as a whole.<\/p>\n\n\n\n<p>The\nEuropean Commission recognises the contribution of the Three Seas Initiative to\nregional development, which leads to greater cohesion of the Union as a whole.<\/p>\n\n\n\n<p><strong>BGK<\/strong> is a state development bank\nwhich initiates and implements projects promoting economic growth in Poland and\nenhancing the quality of citizens lives.&nbsp;\nBGK develops guarantees and sureties schemes which contribute to commercial\ndevelopment. One of the important tasks of BGK is also to support the\nactivities of Polish companies abroad. BGK manages European programmes and\ndistributes EU funds at the national and regional level. BGK is also involved\nin programs aiming at improving access to housing on the residential market.<\/p>\n\n\n\n<p><strong>EximBank <\/strong>has been actively involved for more than 25 years in supporting and promoting the Romanian business environment by endorsing the local companies\u2019 projects. Starting up as an export agency, EximBank has evolved and extended this role keeping its unique profile on the market.
